Gayle Miller

Policy Consultant

Gayle Miller specializes in economic development and income inequality. Prior to joining the California Senate Office of Research in 2014, she was the staff director for the Senate Committee on Governance and Finance, where she focused on tax policy. Before that she worked for Assemblymember Alan Lowenthal, directing his legislative agenda, and Assemblymember Tom Torlakson, covering education issues. Miller also worked as a lobbyist for Anthem Blue Cross. 
Miller received two bachelor’s degrees from the University of California, Davis, in international relations and Spanish. She received her joint master’s degree in business administration from both the Haas School of Business at the University of California, Berkeley, and Columbia Business School.
