Kim Flores

Policy Consultant

Kim Flores has substantial experience working for the California Legislature, including working for the Senate Health and Human Services and Insurance Committees, Assembly Ways and Means Committee, and the Legislative Analyst’s Office. Flores was also part of the research team managing the Assessing the New Federalism Project at the Urban Institute in Washington, DC, the largest project monitoring the implementation of the 1996 federal Welfare Reform Act. She joined the California Senate Office of Research in 2003.
 
Flores holds a bachelor’s degree in civil engineering from the University of California, Berkeley, and a master’s degree in public policy from the John F. Kennedy School of Government at Harvard University.
