Paul Jacobs

Policy Consultant

Paul Jacobs joined the California Senate Office of Research in 2016 and works on environmental quality and energy, utilities, and communications issues. Before SOR, Jacobs was a fiscal and policy analyst at the Legislative Analyst’s Office. Prior to that he was a researcher for the University of California, Davis and The Nature Conservancy, focusing on the economic value of wetlands in the Sacramento–San Joaquin Delta and Regional Advance Mitigation Planning. Jacobs also previously interned with the Assembly Natural Resources Committee.

Jacobs holds a bachelor’s degree in mathematics from the University of California, Santa Barbara, and a master’s of science degree in agricultural and natural resource economics from the University of California, Davis.
