Policy Consultant
Susanna Cooper specializes in pre-kindergarten education and workforce issues. Before joining the California Senate Office of Research in 2014, she was chief education policy consultant to Senate President pro Tempore Darrell Steinberg for eight years, managing the senator’s legislative agenda on education and advising him on education budget and legislative matters. Prior to that, Cooper was director of communications for a nonprofit organization that advocated for quality preschools, a visiting fellow at the Public Policy Institute of California, and wrote for the Sacramento Bee as an editorial board member for a decade.
Cooper holds a bachelor’s degree in English from Amherst College.
